A native of St. Johnís, Newfoundland, Frank attended St. Andrewís College with his brother for one year: 1911 to 1912.
He enlisted in the Newfoundland Regiment on September 5, 1914 and was attached to its Pay and Records Office two weeks later. Promoted to Corporal, he sailed for the United Kingdom on November 2nd and was promoted to Sergeant in September 1915. He was commissioned on 13 July 1916 and returned to St. Johnís that November to work in the Regimentís Depot. He retired on 15 March 1917.
